Ainda bem que hoje não está chovendo = Thank God it is not raining today.
 
Ainda bem = it is a good thing; thank God.
 
Ainda bem can't really be translated literally. It often implies a certain feeling of relief. It is not as positive as "Que bom que hoje está sol".
 
Exemplos:

  • I was afraid that I would be late for the meeting. Ainda bem que eu cheguei a tempo (= Good thing that I arrived on time).
  • It seems that we are going to have a sunny weekend. Ainda bem. I have plans to go to the beach.
